Creating a Frames Page Using Sharepoint Designer

--Open Sharepoint Designer

-->File > New > Page > Frames Page > Contents

--Ignore the "New Page" icon;

--Create a "Main Page" by selecting the junction of the left and
right panes

--Create a menu/left pane page by choosing "Initial Page" in the
left pane

--Creat a welcome/right pane page by choosing "Initial Page" in the
right pane

--Populate the left/menu pane with links to what you want to appear in the
right/welcome pane

--Use "target=_blank" to have the results appear in all the right pane
