Using the Map Function in Picasa

This appears to work only for newly created albums.

1) Upload the album;

2) Go to Actions > Album Map;

3) Select ihumbnails  one-by-one and place them on the map;
a little yellowish icon will appear on the selected thumbnails;
these will disappear when you click "Done."

4) Click Save. 

5) Go to Actions > Album Properties;

6) Enter location and click so that "Show location..."  shows.

7) Check box at bottom of dialogue box which reads: "Show photo locations to viewers of this album."

8) Click "Save Changes."
